The Golden Grove Maximum Security Prison Facility is currently situated on a 348 acre estate. In an effort to bolster the security of the facility and to meet the highest standard of prison service management, UDeCOTT has undertaken two (2) projects intended to upgrade the facility. To this end, the Commissioner of Prisons has identified an 85.39 acre area adjoining the prison compound with a perimeter of approximately 9,376 linear feet for suitable fencing.
The projects will improve the existing facility by strengthening its security to provide double fencing (inner and outer) 1⁄2”x3”x 10.5” gauge welded wire mesh and razor barbed tape at the top and bottom. Additionally, a hard surface or paved driveway will be installed for access to and between the double fences to facilitate both surveillance and effective drainage. The projects also include the provision of lighting, electrical, back up generator, CCTV, security centre building; guard booths; plumbing and associated sewage treatment facilities and surveillance towers or eye in the sky monitoring.
All elements of the projects, with the exception of surveillance towers or eye in the sky monitoring, commenced in August 2014 and are expected to be completed in April 2015.
UDeCOTT has been engaged to provide project management services for the design and construction of a Pretrial Detention Facility that will improve the overall efficiency of the prison system. In the first instance, the project will enhance the working environment of essential service providers in the prison and judicial system. It will also improve the available resources necessary for the processing of criminal cases through the introduction of necessary technology and supporting infrastructure. Finally, the physical upgrade of prison infrastructure will also facilitate the secure and humane housing of inmates awaiting hearing.
The scope of the Pre-Detention Facility includes the construction of Pretrial detention prison blocks, administration and operational facilities, guard stations, security and warrants, reception and port sally areas, as well as staff dormitories and amenities. There will also be magistrate video courts, medical facilities for inmate care and emergency response, visitation facilities and adequate parking accommodation. additionally, utilities including automated doors and access controls, security surveillance, waste water treatment facilities and natural gas infrastructure have been included to ensure self-containment and other operational requirements.
The project is currently in the inception stage with the schedule of work still under development.
The Hope Correctional Facility will create the ideal environment for offender rehabilitation in Trinidad and Tobago. located on a 50- acre plot at hope estate, Tobago, the Facility will include a 300- bed medium security prison in addition to a high-security section. The proposed structure will be a multi-level building of a modular construction that will provide accommodation for convicted and remanded male and female adults, as well as, male and female juveniles. The Facility will be designed to promote healthy living and rehabilitation programmes including sports, vocational work, academic study, re-integration exercises, counselling and conjugal visits. UDeCOTT is committed to all aspects of the development of Trinidad and Tobago and these facilities will allow for a new approach to offender rehabilitation in the local justice system.
